
This patch allows VMs on Neutron networks to switch from Neutron metadata proxy/agent to NSX native metadata proxy/agent. It also includes admin tool to enable native metadata on existing Neutron networks. Change-Id: I0a0a025dad765106f7a6e593266d412f921f96fa
