Dimitri Mazmanov 10a96948fc Add common layer for the client
- Added global CLI arguments
 - Added translation
 - Added exceptions
 - Added basic client skeleton
 - Added OpenStack common modules
 - Added Kingbird http client

This commit adds common routines that will be used by the client.
The modules are generic and are used by other openstack clients
