Davlet Panech c2d62e5917 upper-constraints: restrict pylint versions ...

A new version of pylint was released recently on pypi.org, causing many
tox/zuul errors in various repos. Solution: restrict pylint<3.0.0 here,
as this file is referenced by tox.ini in most other StarlingX repos.
