Update stx-kubevirt-app image tag

Update the tag for stx-kubevirt-app to v0.59.0.

This will update the initContainer image used by
the kubevirt-application. The container is
responsible for installing virtctl on the system
controller.

The version of the image corresponds to the
version of virtctl that is installed.
