
This commit modifies the dcmanager manager service to use the new OptimizedOpenStackDriver [1]. It also modifies the log level of the NotFound and ConnectTimeout exceptions in the optimized OpenStackDriver to match what was used before (debug). Test Plan: 1. PASS - Deploy a new subcloud and manage it; 2. PASS - Update the subcloud; 3. PASS - Run subcloud prestage; 4. PASS - Create a subcloud peer group and add the subcloud to the group; 5. PASS - Turn off the subcloud and verify that the ConnectTimeout is not logged as an error; 6. PASS - Delete the subcloud.
