Hugo Brito 35b296b796 debian: Add sysinv wheel to the build 
This wheel is required by stx-keystone-api-proxy

Test Plan:
PASS: Build sysinv package. Verify that the wheel is generated,
and it's included in the wheels tarball.
PASS: Build stx-keystone-api-proxy image that requires sysinv-wheels.
Verify that the image is created and the container is working as
expected.
