Yoshiro Watanabe 6a95391f17 Fix to not run unnecessary tests
The methods "test_sample" and "test_sample_root" for obtaining
the path of the sample file have been added to the TestCase class of
base.py, but the above methods are judged to be test methods and
executed in the UT.

This patch renames and moves the relevant methods from
{tosca-parser_root}/toscaparser/tests/base.py to
{tosca-parser_root}/toscaparser/tests/utiles.py.
