This is the first step of completing the contributor doc goal[0] from the Ussuri cycle. It adds a contributing.rst policy which uses the cookiecutter template created for the goal. There are three templates from which to start a spec, depending on what you are proposing:
- If you are proposing a completely new library: new-library-template.rst
- If you are proposing a new policy for Oslo: policy-template.rst
- If you are proposing any other major feature: template.rst
