Stephen Finucane 564f5330c3 [config-ref]: update nova config options for stable/ocata 
This significant rework occurs due to recent changes in the
openstack-doc-tools project.

There are some manual fixes to the following options, where invalid rST
was included. These have been fixed on nova master but still need to be
backported to stable/ocata. This will be done separately.

- block_device_allocate_retries_interval (DEFAULT)
- torrent_images (xenserver)

Description of ssl configuration options
Configuration option = Default value Description
cert_file = None (String) Certificate file to use when starting the server securely.
version = None (String) SSL version to use (valid only if SSL enabled). Valid values are TLSv1 and SSLv23. SSLv2, SSLv3, TLSv1_1, and TLSv1_2 may be available on some distributions.
key_file = None (String) Private key file to use when starting the server securely.
ca_file = None (String) CA certificate file to use to verify connecting clients.
ciphers = None (String) Sets the list of available ciphers. value should be a string in the OpenSSL cipher list format.
