I8f09f9482736b496e3ad7117f170e476e92c2b7d enabled Nova for mutable config. On approving, John Garbutt indicated he'd like a reno for it, so here it is. Change-Id: Id4fc27bda876a70d3e20372d5da336c88781db4e
