policy: Deprecate field from 'os-extended-server-attributes' policy
Indicate that the 'os_compute_api:os-extended-server-attributes' will no longer control visibility of the 'OS-EXT-SRV-ATTR:hostname' attribute in a future release, following a deprecation period.
