Use constraints for releasenotes
OpenStack CI has now enabled constraints for releasenotes, use them - remove the special install command. Note that venv still cannot use constraints, this needs more changes in OpenStack CI. Change-Id: I125cb906f89c1de4227dc53521e1a60241ace997 Depends-On: If5d6b11bd795091eef949001cca6e8d4ec723ef2
