Add infra for versioned notifications
Versioned notifications uses oslo versioned objects to model the notification. The wire format of the paylod also uses the serialized format of the oslo versioned object. Partially-Implements: bp versioned-notification-api Change-Id: I32a0f5280eb333e7e21de9ce175e1f435f2e35d5
