Ian Wienand 5085f23fdf Update to Fedora 29 
Update builds to Fedora 29.  Remove the openstack gate CI mirror
workaround for pre-28 versions as they're not building in the gate any
more.

Distributions which are supported as a target for an image:

  • Centos 6, 7
  • Debian 8 ("jessie")
  • Fedora 28, 29
  • RHEL 6, 7
  • Ubuntu 12.04 ("precise"), 14.04 ("trusty")
  • Gentoo
  • openSUSE Leap 42.2, 42.3 and Tumbleweed (opensuse-minimal only)
