Eric Harney e4393d48b3 Set packages in setup.cfg

Without this, tox fails with an error:
  py38: FAIL code error: Multiple top-level packages discovered
  in a flat-layout: ['etc', 'roles', 'cinder', 'playbooks',
  'releasenotes'].
