Sean McGinnis 4679d1fae0 Remove Tegile volume driver
The Tegile CI has not reported on a patch since 2016-06-09 03:29:06.
This is well past our policy for CI reporting.

Per Cinder's non-compliance policy [1] this patch removes the driver
and will be approved if the issue is not corrected within one week.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
