Chandan Kumar (raukadah) 47a01011a7 Use facebook mirror for centos stream 9 rsync
Currently dfw.mirror.rackspace.com is used for
syncing CS9 content on OpenDev mirror. But somehow it is
rejecting rsync connections.

Switching to facebook mirror[1] might fix the issue.
